1. Why must the date of the pre-employment check or background check be provided?top

The German Luftfahrt-Bundesamt has noted in its surveillance measures that persons have been trained, although they have not passed a background check. With this measure, the German Federal Office of Civil Aviation wants to ensure that only persons checked for reliability can take part in the online training.


2. Why was the date of the pre-employment check or background check not requested in the past?top

Regulation (EU) No 185/210, as of 01.02.2016, replaced by the DVO (EU) 2015/1998, requires in Chapter 11.1.5 that the verification be carried out "before the person concerned participates in safety trainings covering the Access to publicly inaccessible information ". So far, we have made our content publicly available. The German Luftfahrt-Bundesamt stated in November that the individual information is publicly available, but not in their total.


3. Must the date of the pre-employment check or background check be provided for all training courses?top

No. For now the training in accordance with chapter 11.2.6. is excepted.


4. What will happen if the date of the pre-employment check or background check is not provided?top

In that case, the participant can not log in to the online training. Only when the required data is stored, the access is released.


5. Why must STI conduct spot checks?top

We have decided to run random checks to ensure that the ordering process is not unnecessarily complicated. So you can continue to buy and assign access at any time. The alternative would have been for the security officer to send us a signed document for each assignment confirming that the information is correct and that we will then release the access.


6. What happens to training courses that cannot be completed by Sunday 31.01.2016?top

For participants who were already logged in, but no information is currently stored for review, access is blocked. The participant or the responsible person sends the necessary information to our support. This enters the information. Afterwards, the participant can log in again.


7. What information regarding background check or pre-employment check must I provide?top

  • Type of check (reliability check according to §7 LuftSiG or security check according to § 9 or § 10 SÜG)
  • Date of issue
  • Expiry date


8. What am I supposed to do regarding employees that were employed prior to 29.04.2010 who work in an aviation security related environment?top

Since these employees did not have to undergo a review, please indicate that the employment-related review took place on 29.04.2010. We will include these cases in our spot checks.


9. Who is responsible if there is no (aviation) security manager?top

We have addressed this question to the German Luftfahrt-Bundesamt. The Luftfahrt-Bundesamt cites Chapter 11.0.1. of the Annex to the DVO (EU) 2015/1998. After that, the company using the staff in question has to make sure that the requirements are met. Due to the complexity of the topic, we ask affected companies to contact us.


10. Must the (aviation) security manager check the identity of the participant(s) of an online course?top

The identification can also be carried out by an authorized person. However, this person must be checked and trained. The constellation must be represented in the safety program. Since the security officer is the person in charge of the company, s/he should monitor compliance with this measure. Accordingly, the review should be documented, also to prove this to the supervisory authority. We have provided a template here for you to download.

11. Do all training providers need to implement these new checking measures?top

Yes, these measures should be implemented by all training providers. How the requirements set by the German Federal Office of Civil Aviation are met, however, lies with the training providers.


12. Are these checking measures also required for instructor-led classroom training?top

For classroom trainings, the identity of the participant must also be verified and a background check of the course prior to training provided that it contains non-publicly available information.
In addition, all instructors admitted by the German Federal Office of Civil Aviation have been informed that the tamper-evident background and an always available verification option must also be introduced in the case of training certificates for classroom training.


13. Why must the identity of the participant(s) be checked during the execution of the training?top

In the past, the actual and the logged-on participants did not agree without the safety officer's knowledge. The purpose of the identity verification is to actively introduce an industry-wide standard to reduce the possibility of fraudulent activities in aviation security training. Violations can lead to serious consequences for the perpetrators and the affected companies in the future.


14. What is STI’s process for conducting the spot checks?top

As part of the random checks, we will request a scan of the original. For this we will contact the security officer or registered person responsible by e-mail and name the affected accounts. We ask you to send the documents exclusively to the respective e-mail address.


15. How will STI treat my personal information?top

The documents from the random checks are stored internally on our server. Access to these documents is restricted to our employees whose duties include review. The proofs will be deleted after the expiry of the training.
